You will require the Free Adobe Acrobat Reader to view this file. 
To save the file before opening:

1. Right Click the file you wish to download
2. Click "Save Target As"
3. Select the location on your hard drive where you wish to save the file to
4. Click "OK"

Adobe Acrobat is required to view files with a .pdf extension, the software is free and may be downloaded from  http://www.adobe.com/products/acrobat/readstep2.html

Alternatively you may use Foxit Reader, which is also free but is a much smaller download.  Foxit Reader is available from http://www.foxitsoftware.com/pdf/rd_intro.php
